FORMATION OF UIDAI INDIA: A BRIEF HISTORY, PURPOSE

Unique identification project was originally conceived by the Planning Commission as an initiative to provide identification for each resident across the country. This identity would subsequently become the basis for:
  • efficient delivery of welfare services; and
  • effective monitoring of various programs and schemes of the Government.
In 2006, the concept of a unique identification was first discussed. At the same time, the Registrar General of India was involved with creation of the National Population Register and issuance of Multi-Purpose National Identity Cards to the citizens. Later, with the approval of the Prime Minister, an empowered group of Ministers (EGoM) was formed to collate the two schemes – the National Population Register under the Citizenship Act, 1955 and the Unique Identification Number project of the Department of Information Technology. In pursuance of the EGoM’s fourth meeting, the UIDAI was constituted and notified by the Planning Commission on 28 January 2009 as an attached office under the aegis of Planning Commission. The UIDAI was given the responsibility to lay down plan and policies to implement Aadhar scheme.

Recently, UIDAI India has been shifted to the administrative control of the ministry of communication and information technology from Niti Aayog.

Official sources have said that the decision to shift UIDAI from Niti Aayog, which has replaced Planning Commission, has been done as per the government’s ambitious ‘Digital India’ programme since Aadhaar numbers are being linked with several services.

AADHAR OVERVIEW
  • The site has a broad overview of Aadhar. Information regarding UID brand, Aadhar usage and enrolments, aadhar seeding and its applications, the operation model being followed, etc. are provided. The site also has a dedicated Authentication portal which details the user about the benefits of authentication. For instance, the site helps the user to know more about Direct Benefit Transfer (what is it, how it is done and so on).

RESIDENT PORTAL

  • The UIDAI website has a tab named “Resident” which gives valuable information about Aadhar, how and where to enroll and caters to enquiries / grievances. The Resident Portal acts a kiosk to help the people in getting aadhar/ e-aadhar, updation and verification of aadhar data and biometric locking.

  • Information about Aadhar technology, Biometric devices used, UID Documents, archives and other relevant data can be found under the Resource Center section.
  • As per section 8(I) (J) of RTI Act, 2005, only the resident to whom the data relates can seek the information. Resident can obtain status of Aadhaar generation/number from UIDAI Website by furnishing the EID number. he resident can also access the electronic version of the Aadhaar letter i.e. E-Aadhaar from the Resident portal by furnishing the EID number along with demographic information.
